Uusimaa 2008 -valmiusharjoitus

GENERAL

Finnish Red Cross (FRC) participates in Euro-Atlantic Partnership Council “Uusimaa 2008” exercise arranged in Helsinki area at  1st to 5th June.  Exercise is planned to deal with consequence management after serious weather disturbance at Baltic Sea region.  

Exercise will consist of three phases:

Phase one – teams arriving to requesting country, organization of on-site operations and training including command post exercise (CPX).

Phase two – field exercise (FTX). Finnish Red Cross will provide water purification activities as planned (requested) in four different operational sites.

Phase three – hot wash up, exhibitions, demonstrations. Rescue crews have opportunity to share and display their knowledge at Hyrylä garrison in Tuusula.

Finnish Red Cross will participate in two first phases (1.-4.6.) and will demonstrate it’s activities for visitors in exercise locations as well as in base camp.


OBJECTIVE

To practice assistance from the Red Cross / Red Crescent Movement to the Country and its authorities in response management and provide requested support functions. Finnish Red Cross will focus on following themes:

  • To practice emergency water purification and production
    One water purification unit can provide potable water for maximum population of 4000 persons (Sphere guideline). This type of a unit can provide very high quality water support to special units such as health clinics and field hospitals.  FRC will use four water purification units in the exercise.

  • To test public dissemination and assessment capacity
    Public dissemination of health messages during the public communication brake down situation will be done from door to door and the discussions with people will be used to assess possible evacuation needs of the population. Exercise will also test new tools to implement such activities.

  • To train support service functions
    FRC base camp services include accommodation, food production, catering and limited sanitation services (showers, saunas). Exercise simulates field circumstances and allows participants to learn how to organize basic services for a rather large staff.

  • To train national and international coordination activities in emergency management.
    Regional Disaster Response Team members will act as core structure for the purification units and will be supported by FRC delegates and volunteers. All team leaders will be responsible for operational coordination at their respective locations (coordination centre, on-site locations) and communicate with the Field Assessment and Coordination Team (FACT). Communication will be supported with FACT communication kits and IT delegate support.


PARTICIPANTS

Exercise personnel will consist of Finnish Red Cross volunteers, staff, delegates of FRC International Personnel Reserve and Regional Disaster Response Team (RDRT) as well as Field Assessment and Coordination Team (FACT) members.

RDRT trained participants have been selected from their national societies to act as regional asset to support large scale Red Cross response operations in region.     


COORDINATION

Finnish Red Cross Helsinki-Uusimaa District and National Headquarters will assume their normal roles in the national coordination of the Red Cross activities during the disaster response. National activities will be supported by FACT members who will assist in coordination with On Site Operation Coordination Centre (OSOCC) located in close proximity of the base camp. Every activity site will have On Site Command (OSC) and the teams deployed will liaise with site commander.

Red Cross exercise will get initial situation feeds from Directing Staff (DISTAFF) control system. Water purification sites will get further descriptions and tasks from on-site trainers.   


SUPPORT

Red Cross operation will be self supported in relation to all its activities. Base camp at Tuusula Garrison will accommodate, cater and provide sanitation services (excl. toilets) for the RC training staff.


SITUATION

Water in the Baltic Sea reaches record levels at the end of May through a number of factors affecting water height (water volume, wind, air pressure, wave motion, and tides). In the Gulf of Finland, the greatest rise in water height occurs in its eastern arm. The rising sea level instigates the shutting down of the nuclear power station at Loviisa during the evening of 29 May, and the plant is still out of action by the start of the exercise on 2 June. Water height in the Helsinki area on 29 May reaches 2.12 m above mean sea level. Although the authorities are contemplating evacuation, for the time being inhabitants in the flooded areas are leaving their homes on a voluntary basis.

The Department for Rescue Services at the Ministry of the Interior has sent a request for assistance to the European Commission’s Monitoring and Information Centre (MIC) and to NATO’s Euro-Atlantic Disaster Response Coordination Centre (EADRCC) on 31 May 2008.
